The 2 in 23 is NOT a number!
The little girl is saying “... and when you put two numbers together, they spell a new number!”

Well, in my class the kids learn that just as you put letters, not words, together to spell words, what you put together to spell numbers is not correctly called numbers, but...

Do you know how to write 23 with letters? Of course you do: twenty  three. In English that's eleven letters (in Spanish, French, or Portuguese it would be 10 letters, in Italian 8, in German 14) , . But can you write 23 with only five letters, regardless of language? To answer click here
